NOTICE TO BIDDERS
Sealed Bids will be received by the Public Works Office of the City of Richmond Heights, 8108 Elinor Avenue, Richmond Heights, MO 63117, until 2:00 p.m. (central time) on Tuesday July 23rd2013 and will thereafter be publicly opened and read aloud at the Public Works Department.
A prebid meeting at Public Works is scheduled for Thursday July 11th 2013 at 10:00 a.m. Attendance is not mandatory.
The proposed work includes the furnishing of materials, tools, equipment and labor necessary to install Streetscape features between Laclede Station Road and Big Bend on Dale Avenue in Richmond Heights, MO.
The Scope of Work for the Project will consist of a 6 foot bike lane, decorative lighting, brick columns, benches, 6 foot pedestrian walk way and off street parking cutouts. All MSD Phase II storm water BMP’s will be installed. Temporary construction traffic control along various roadways in the City of Richmond Heights as well as all other incidental items and work described in the Project Manual: drawings, specification and/or other contract documents reasonably inferable therefrom.
Plans and specifications may be obtained on and after July 2nd 2013 for a $100.00 non-refundable fee at City of Richmond Heights, Public Works Department, 8108 Elinor Avenue, Richmond Heights, MO 63117. Make all checks payable to City of Richmond Heights.
Each bid must be accompanied by a cashier’s check or certified check, or a Bid Bond executed by the Bidder and an approved surety company and payable to the City of Richmond Heights, in an amount not less than five percent (5%) of the sum total of the base bid.
Not less than the higher prevailing hourly rates of wages as found by State or Federal Wage Rates, or determined by court on appeal, shall be paid to all workers performing work under this Contract.
All requests for clarifications on these bidding documents must be received in writing at leastSeven (7) days prior to the bid opening.
The prime contractor must be on MoDOT’s approved contractor listing. This requirement includes that the Contractor has submitted to MoDOT a fully responsive Contractor Questionnaire and/or Contractor Prequalification Questionnaire with attachments no later than (7) days prior to the date and hour of the bid opening (see Section 102.2 of the “Missouri Standard Specifications for Highway Construction, 2011” for more details). The Prime Contractor must perform with its own organization, work amounting to not less than 30% of the total original contract price.
A Performance Bond and Payment and Materials Bond are required.
The CITY, with MoDOT approval, reserves the right to reject any and all Bids, to waive informalities therein to determine the lowest, responsive, responsible bidder and to approve the bond. No Bid may be withdrawn for a period of sixty (60) days subsequent to the specified time for receipt of Bids.
The CITY intends to issue the Notice to Proceed on or about July 31st 2013
The City of Richmond Heights hereby notifies all BIDDERS that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or national origin in consideration for an award. A DBE goal of 15% has been established for this project. Only the work performed by DBE subcontractors that appear on MoDOT’s approved listing at the time of bid opening will be applied towards calculating the DBE goal.
