Sealed proposals for the construction of the CITY OF RICHMOND HEIGHTS PUBLIC WORKS FACILITY; Office & Garage Project (project site located at 7997 Elinor Avenue, Richmond Heights, Missouri 63117) will be received by the City of Richmond Heights at the office of the City Clerk, 1330 S. Big Bend Blvd., Richmond Heights, Mo.,  63117 until 2 p.m. on March 2, 2015, at which time they will be publicly opened and read aloud. Bids received after said time will be returned unopened.  

All bids shall be submitted in triplicate in an envelope marked “City of Richmond Heights Public Works Facility - Office & Garage Project”.


Copies of the bid documents may be obtained on or after February 4, 2015, from WEIS DESIGN GROUP, located at 16296 Westwoods Business Park Drive, Ellisville, Mo.  63021, with a non-refundable deposit of One Hundred Dollars ($100.00) for each set.  Please make checks payable to WEIS DESIGN GROUP. A Pre-Bid Meeting will be held Tuesday February 17, 2015 at THE HEIGHTS 8001 Dale Ave.


No bid may be withdrawn within thirty (30) days after the scheduled closing time for receipt of bids.  The City of Richmond Heights reserves the right to reject any and all bids and to waive any irregularities therein.


The contract work shall include the construction of a Public Works Facility, 8,000 square feet in size, single story slab on grade structure with site improvements: grading, storm water and sanitary sewage, utilities, paving, retaining wall construction, fence and gates, etc. Additional items and estimated quantities are inclusive in the Bid Proposal and Drawings.


The plans reflect the work necessary for the total project.  The contractor is responsible for all items of work necessary for furnishing and installing the improvements, including abandonment, demolition, removal, and replacement of items required for this.


Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services.


Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (“OSHA”) or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation.
