REQUEST FOR BIDS
Sealed proposals for the construction of the PUBLIC SAFETY BUILDING SALLY PORT will be received by the CITY OF RICHMOND HEIGHTS, St. Louis County, Missouri, at the office of Public Works located at 8108 Elinor, Richmond Heights, MO. 63117, until Thursday, August 15, 2013, at 11:00 A. local time and will be publicly opened and read aloud. Bids received after said time will be returned unopened. All bids shall be submitted in triplicatre in an envelope marked “CITY OF RICHMOND HEIGHTS – SALLY PORT.”
Copies of the bid documents may be obtained on or after July 15, 2013, from WEIS DESIGN GROUP, located at 16296 Westwood Business Park Drive, Ellisville, MO 63021, with arefundable deposit of Fifty dollars ($50.00) for each set. The deposit will be refunded in full upon return of the set in good condition within ten (10) days after the bid date. Please make checks payable to WEIS DESIGN GROUP.
No bid may be withdrawn within thirty (30) days after the scheduled closing time for receipt of bids. The City of Richmond Heights reserves the right to reject any and all bids and to waive any irregularities therein.
The contract includes construction of a new single vehicle, sally port addition to the north façade of the Public Safety Building. This work will include removal of existing pavement, excavated materials not utilized for fill and construction debris; placement of siltation control, excavation for and construction of building foundations; erection of a CMU walled, flat roofed superstructure; and installation of electrical and mechanical systems.
Concurrent work of City forces includes restriping of parking spaces and patching asphalt at building edge. Various scenarios for alternates including the above mentioned items have been included in the bidding documents.
Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employee any person who is an unauthorized alien in connection to the contracted services.
Bidder are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (“OSHA”) or similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation.
