Any defendant requesting a continuance must speak with a court clerk. Leaving a message is not acceptable for obtaining a continuance.

Mail an entry, a request for a recommendation and a self-address, stamped envelope to the court. We will then remove the case from its current docket and you will receive a recommendation along with a new court date/pay date in the mail, usually within 2 weeks after the original docket date. Please note: Due to the high volume of cases on our dockets, we are not able to pull files for cases set on other dockets dates. Please do not appear in court and ask the clerk to pull any files other than the files set for that evening’s docket.

If you wish to avoid points being added to your driving record because of a moving violation, you will need to appear on your court date and speak to the judge when your name is called.

Fire Department
|

The RHFD requires successful completion of the Firefighter curriculum at the St. Louis Fire Academy. In addition, entrance requirements have become more stringent with the need to possess a current paramedic license. Finally, an applicant should have a valid State of Missouri driver’s license and be of good moral character.

This is standard for almost every Fire Department. While the pumper itself is not probably needed for sick cases, the personnel assigned to the pumper are frequently needed at the scene of a sick case. Most of the pumper’s crew have EMT and Paramedic training and, as such, may be directed by the ambulance crew to perform jobs that the ambulance crew might lack the time to perform. Moreover, since the ambulance crew normally consists of two employees, three pumper crewmembers can add needed muscle to the job of transporting the patient while on a stretcher.

Mutual Aid is an agreement, usually written but sometimes merely implied, that binds all fire departments and fire protection districts into providing adequate and timely fire fighting services when the need arises. For example, a call to the Galleria will result in not just the RHFD responding but also the Brentwood FD and other jurisdictions. In 2005, the RHFD provided mutual aid to 17 other jurisdictions for 655 calls while we received mutual aid from 11 other jurisdictions on 776 emergency situations in Richmond Heights.

While there are no standards to be met. Every effort is made to be at the scene within four minutes from the call coming to us. In most cases we are on the scene within three minutes or less. It should be emphasized that the “clock starts running” for us upon receipt of the call. Some jurisdictions time their responses from the point when their equipment and apparatus actually become enroute.
|
|
|
In calendar year 2005 we responded to 2,289 emergency situations, which equates to over six calls a day, every day. The RHFD is considered to be one of the busier firehouses in the region.
|
|
|
We have three shifts (A, B, C) with a scheduled shift starting at 7:30 a.m. Of course we are manner 24/7. Our shift times are based on a schedule that is typically used by most fire departments. It is patterned as follows: Work 24 hours Off 24 hours Work 24 hours Off 24 hours Work 24 hours Off 72 hours. This schedule will result in 2,592 hours per year (24 hours x 9 days x 12 months) compared with what most folks work, 2,080 based on 8 hours x 5 days x 52 weeks.

Both of our pumpers have a 750 gallon water tank. That size is standard for most fire departments although some have 500 gallon tanks and a few others have 1,000 gallon tanks. Years ago the industry standard was 500 gallons but today it is 750 gallons.

City Council meetings are held in the City Council Chambers at City Hall on the first and third Monday of each month at 7:30 pm.

ARTICLE 5 of the City of Richmond Heights Charter states that the Council shall appoint a CITY MANAGER for an indefinite term and shall by resolution fix the compensation and conditions of employment for such office. The City Manager shall be appointed solely on the basis of such person's executive and administrative qualifications. The City Manager need not be a resident of the City at the time of appointment but must become a resident of the City within the first (1st) year of such appointment unless such time is extended by the Council. Powers and Duties of the City Manager. The City Manager shall be responsible to the Council for the administration of all City operations placed in the charge of the City Manager by or under this Charter. The City Manager shall: (1) Appoint and, when deemed necessary for the good of the City, suspend or removal all City employees and appointed administrative officers provided for, by or under this Charter, except the City Attorney, the City Clerk, the Municipal Judge and the Provisional Municipal Judge or except as otherwise provided by law, this Charter, or personnel rules adopted previously by the Council or adopted pursuant to this Charter. The City Manager may authorize any administrative officer who is subject to direction and supervision of the City Manager to exercise these powers with respect to subordinates in that officer's department; (2) Direct and supervise the administration of all departments of the City except the City Attorneys, City Clerk and Municipal Judges, and except as otherwise provided by this Charter or by law; (3) Attend all meetings of the Council and committees of its members, except when the Council may be considering personnel matters relating to the City Manager. The City Manager shall have the right to take part in discussions at meetings of the Council but shall have no power to vote. The City Manager shall receive notice of all meetings; (4) Provide that all laws, provisions of this Charter and acts of the Council, subject to enforcement by the City Manager or by officers subject to the direction and supervision of the City Manager, are faithfully executed; (5) Supervise and be responsible for the preparation of the annual budget and capital program and submit both to the Council; (6) Submit to the Council and make available to the public a complete report on the finances of the City and, at the discretion of the Council, on the administrative activities of the City, as of the end of each fiscal year; (7) Keep the Council fully informed so that the Council shall properly execute their legislative and policymaking functions and make such other reports as the Council may require concerning the operations of City departments, offices and agencies subject to the direction and supervision of the City Manager; (8) Prepare and submit to the Council policy recommendations for programs and priorities which, in the opinion of the City Manager, should be considered by the Council. These recommendations shall be submitted on an on-going basis; (9) Facilitate the prompt, economical and efficient dispatch of City business and to that end may from time to time organize or reorganize work within or among departments responsible to the City Manager, assign assistants, deputies and employees from any office or department of the City Government under direction of the City Manager to perform work or service in connection with any office or department, or to work in more than one (1) of such offices or departments; (10) Keep the Council fully advised on the financial condition and future needs of the City and make such other recommendations to the Council concerning the affairs of the City as is deemed advisable; (11) Perform such other duties as may be prescribed by this Charter or required by the Council consistent with this Charter. The facility is available to all users, regardless of residency. You do not have to live in the city of Richmond Heights to use THE HEIGHTS.

Anyone who lives or owns property within the cities of Maplewood and Richmond Heights. Brentwood and Rock Hill residents may receive resident rates on memberships and programs. All members of THE HEIGHTS also receive member rates on programs.
|
|
|
The cities of Brentwood, Maplewood and Rock Hill are allowing their residents to buy memberships at resident rates. The individual cities then pay a subsidy to the City of Richmond Heights to cover the difference between the non-resident and resident rates.
|
|
|
A resident family consists of the members living in a household. This must be proved by a current occupancy permit.
|
|
|
A non-resident family is defined as 2 married adults and 2 dependent children under the age of 24, living in the same household. Additional members living in that same household can be added at an additional $30 per person charge.
|
|
|
The rules are always geared toward the protection and safety of our guests and facility. There are many areas of the facility in which we are not allowed to make exceptions to rules without assumption of liability.

Both cities maintain their own databases. We do offer resident rates to both cities’ residents, and we offer a combined brochure, but you must register at the facility that the program is being held.

Residents of Richmond Heights and Maplewood can apply for scholarships. Scholarships are awarded three times per year: January 1, April 1, and August 1. The maximum award is $300 per family per year. Unfortunately we have a limited number of lockers for use in our facility. Therefore all items must be taken with you when you leave. For your security we ask that you bring a lock or purchase one at our front desk.

If you are not satisfied with a class or service or are unable to participate for health reasons, please contact us immediately in writing. Our policy is to provide a 100% refund to anyone who makes a written request prior to the class or program start date. After a class or membership has started a prorated refund may be given.

THE HEIGHTS aquatic center contains a two-story waterslide, lazy river, vortex, play structure, and three lap lanes. We also have a sauna, steam room, spa, and a concession stand.

Yes, however, if your child is under the age of 9, they must be directly supervised in the water by someone who is 15 years of age or older. Our lifeguards are not to directly supervise individual children.

If you are serving alcohol, you must use one of our preferred caterers. THE HEIGHTS does not have a liquor license. Therefore, you must go through one of our caterers who does have a license.

The utility companies generally have a utility easement in the area where their utility lines are located, whether it be above or below ground. The adjacent property owner is restricted in what is allowed within this easement (sheds, driveways, structures). Any vegetation (trees, shrubs, etc.) which are planted within this easement by the property owner are the property owners responsibility, as long as they do not interfere with the provision of the utility. At the point the vegetation becomes a safety risk, the utility company may prune, cut back and/or remove the vegetation. The City of Richmond Heights does not contract for or provide pruning of this vegetation or the trees on private property. If you notice a problem with trees or vegetation that has grown closer than 10’ of the utility lines, contact Ameren-UE at (314) 342-1000 Generally, it is a good rule of thumb to not plant trees or other vegetation which will grow up into utility lines and require ongoing pruning and maintenance.

Green Park (Dale Ave. & Laclede Station Rd.) has two lighted tennis courts, two lighted outdoor basketball courts, two playgrounds (2-5 tot-lot & 5-12 playground), two pavilions (West has BBQ pits & picnic tables for 50; East has picnic tables for 30), one lighted multi-use sport field and restrooms. Highland Park (Highland Terrace just north of I-64) has one playground, small picnic shelter and BBQ pit.

The City of Richmond Heights currently provides planting and maintenance of trees located along city streets between the sidewalk and the street. If you would like to request a tree be planted or notice a problem with a tree within that area, please contact our Park Operations Superintendent at (314) 655-3656. Planting of trees within the right of way is covered under Municipal Ordinance 255.140.

No, City Street Trees and trees located on other City property are protected by Municipal Ordinance 255.110 and 255.150. If tree removal is for single family residential development of a single property, the property owner may request that the tree be removed. The City Forester will review the proposed plan and make recommendation for further action prior to work beginning. Municipal Ordinance 255.210 protects trees and shrubs located on public property and rights of way.

Yes, it is available self-service on a first-come, first-serve basis from our Wood Waste Recycling lot currently located at 8015 Dale Ave. Wood chips are generally available year round. Leaf compost is generally available from the end of leaf collection season until it is gone. Firewood is generally available year-round.

Our Park Operations Division can deliver a truck-load of approximately 5 cubic yards to your residence within Richmond Heights for $40.00. We begin taking orders and scheduling deliveries on the November 1. All deliveries are scheduled for Fridays during the months of March and April. Youth, ages 14 and 15, can use the adult fitness center only after participating in an orientation. During the orientation, youth will learn how to use the cardiovascular and strength machines, the do’s and don’ts of working out and fitness center rules. Before participating in the orientation, a parent/guardian must complete a registration packet and provide payment. The cost of the orientation is $5 for residents/members and $7 for non-residents. Orientations are by appointment only. Anyone, 13 or under, cannot use the adult fitness center, but are encouraged touse the Work Zone.
