Executive Director of St. Louis County Municipal League - To Speak at Richmond Heights Chamber of Commerce Luncheon Meeting on Wednesday, July 23, 2008

the St. Louis County Municipal League.

Tim Fischesser, who has served as executive director of the St. Louis County Municipal League since 1990, will be the guest speaker at the next bi-monthly meeting of the Richmond Heights Chamber of Commerce beginning at 11:30 a.m., Wednesday, July 23, 2008. The luncheon meeting will be held at THE HEIGHTS: Richmond Heights Chamber of Commerce and Memorial Library at 8001 Dale Ave., starting with time for networking at 11:30 a.m. Lunch will be served at 11:45 a.m., and the guest speaker will begin his presentation at 12 noon. During his presentation, Tim will explain some of the recent legislative changes made in the 2008 legislative session, including those affecting reassessment and tax increment financing. He will also discuss new highway and mass transit tax possibilities, and work being done to upgrade all police and fire emergency communication systems in the region. There will be a brief question-and-answer period following his presentation.

Before he became executive director of the St. Louis County Municipal League, Tim held a similar position for a smaller league that assisted about 20 municipalities in the Normandy area.

The St. Louis County Municipal League was formed in 1918 and has focused on state laws needed by local governments in order to adequately provide services to citizens and their institutions. Most powers enjoyed by cities come from state laws or the state constitution. “Our League is one of the oldest in the nation due largely to the fact that the City of St. Louis froze its boundaries in 1876,” Tim says. “Suburbs could not be part of the City so had to form their own cities if modern services were to be provided just after WW I.”

Richmond Heights Seeks Residents’ Ideas
For Enhancement of Green Spaces Along I-64
RICHMOND HEIGHTS, MO (Wednesday, July 9, 2008) — The City of Richmond Heights will host a community engagement meeting to gather ideas and opinions from residents about possible uses and aesthetic improvements for several pockets of land that may become available to the City when The New I-64 highway expansion project is completed.
The “Richmond Heights/I-64 Long-Range Corridor Enhancement” meeting will take place 7 to 9 p.m., Tuesday, July 22, 2008, at THE HEIGHTS: Richmond Heights Community Center and Memorial Library, 8001 Dale Ave. Andrew Franke, a resident of Richmond Heights who also is a professional landscape architect with the firm Planning Design Studio, will lead the design charette process.
The parcels of land that could become available to the City after the highway expansion project is completed in 2010 are located adjacent to the highway near the following neighborhoods:

Sheridan Hills subdivision (which includes Antler Drive, Buck Avenue, Bryan Avenue, East Linden Avenue, Everett Avenue, Kurt Avenue, Terrace Drive and Winzenburg Drive).

Bennett Avenue Historic District (including all of Bennett Avenue and the 1200-1300 blocks of Laclede Station Road).
��
Space located immediately west of Big Bend Boulevard and north of Dale Avenue, which includes the 1200 block of Claytonia Terrace; the 7500 block of Lovella Avenue; the 7500 block of Warner Avenue, and the 1200-1300 blocks of Woodland Drive.
The design charette-community engagement meeting is open to residents from throughout the City.

MSD Changes Billing to Impervious Area
A new storm water service charge will be used to calculate the March 2008 bills, which will be issued in April 2008. This charge is based on the impervious square footage on the parcel of land. Impervious area will not accept seepage and produces rainwater run-off to the sewer system. New Storm Water Rate: $0.12 per 100 square feet of impervious surface
Average monthly amount for a residential property: $3.00
